   American
   a person paid while not working or a nonexistent employee whose wage is drawn by another
   The victim is usually a public-sector employer.
   Either the person named on the payroll exists but, as a friend of a politician or a supervisor, gets paid while not working; or the payroll numbers are inflated by the name of a person who has no connection with the enterprise or does not exist, with someone stealing the wages.
